Video Summary
The webinar introduced the UK Procurement Act 2023 and its impact on selling to the public sector. Hosted by Guy Lloyd, it featured Richard Hassett from the Cabinet Office and Matt Spencer from the ISP. They explained that the Act was created after Brexit to replace EU-based procurement rules with a simpler, more flexible system.

Key changes include one unified set of rules, stronger transparency, earlier pre-market engagement, improved exclusion powers for poor performers or security risks, and a new central digital platform for suppliers to store core business details. The Act also aims to make procurement more SME-friendly by reducing bureaucracy, improving access to information, and encouraging proportionate requirements.

Richard noted that the Act’s rollout was delayed to February 2025 to allow time for a revised National Procurement Policy Statement and system onboarding. Scotland will keep its own procurement rules, though its opportunities will still appear on the national portal.

The discussion highlighted benefits for suppliers, including better visibility of future opportunities, clearer bidding processes, and more structured engagement with buyers. Speakers emphasized that the full cultural shift will take time, but the Act is intended to improve competition, innovation, and value for taxpayers.
